Project Snapshot: APP OKI18 Pulp Mill Expansion
The OKI18 project is the expansion of Asia Pulp & Paper (APP, part of Indonesia's Sinar Mas / Golden Agri group) pulp mill in South Sumatra, Indonesia. The expansion adds a new pulp line together with a dedicated 1×185MW captive power plant that supplies steam and electricity to the mill.
Multi-Package (Parallel) Contracting Model
The OKI project adopts a multi-package parallel contracting structure rather than a single turnkey EPC contractor:
- Pulp process line (OK18): ANDRITZ (Austria), the core process EPC contractor for pulping, recovery boiler and related process packages. Valmet serves as process subcontractor for supporting boilers.
- 185MW captive power plant (steam turbine island EPC): PowerChina Chengdu Engineering Corporation, responsible for the steam turbine island EPC and procurement management.
- Plant-wide expansion PMC+EPC (civil, utilities): Hejian International (China Nuclear Engineering), delivering the plant-wide utilities and civil package under the PMC+EPC model.
- Installation subcontractors: China Energy Engineering East China Electric Power No.3 Company for the captive power plant installation; Hunan Industrial Equipment Installation Co. and Fujian Installation for M&E, instrumentation and piping.
Steam Turbine Island & Condenser
The steam turbine island and procurement management is led by PowerChina Sichuan Electric Power Design & Consulting Co. The 185MW condenser — the core heat-exchange equipment of the turbine island — is a surface condenser manufactured to ASME standards, supplied by Shandong Boyu Industry and matched to the OKI18 185MW steam turbine.

Key Procurement & Delivery Notes
Since May 2025, the Sichuan Institute has progressively issued tenders for turbine-island auxiliary packages (condenser, ball cleaning system, desuperheating and pressure-reducing valves, and others). The condenser completed factory acceptance and left the factory as a major delivery milestone of the turbine island — note that factory completion is distinct from on-site turbine-island installation completion.
- Contract target node: manufacturing and delivery within 2025.
- The actual factory delivery date is tracked via the equipment certificate of conformity, nameplate data, packing list and factory inspection report, plus the shipping Bill of Lading for port and loading timing.
Project Timeline
The OKI18 pulp line targets a commissioning window in the second half of 2026. The captive power plant turbine island's complete erection, grid connection and handover are aligned to match the pulp line commissioning schedule.
